It has to be Venezia! No competition, No question, No contest!
Milano is for fashion gurus, it's not particularly pretty and quite difficult to negotiate your way round.
Venezia is wonderful at New Year you just have to go!
"San Silvestro" or New Year's Eve is a big deal. Restaurants offer huge feasts, many of them are incredible meals. They tend to be quite expensive (but where isn't on New Years Eve?) consisting of many courses and all the wine you can drink. I can highly reccomend "Antiche Carampane" on San Silvestro.
Hotels will offer options of regular meals, pizza places will be open, and some small places may have a regular menu, but most restaurants go all out. Reservations are a must; meals start around 9:00 and run well past midnight.
Masks, Murano glass and mayhem in St. Mark's Square that's how people start their New Year in Venice. People gather at the historic piazza and wait eagerly for the clock to strike 12 at midnight. Marked by ringing of the bell of St. Mark's campanile, comes the New Year. All this followed by a huge display of fireworks and people greeting each other and you have the fun filled New Year in Venice in front of you on the much-awaited night of the year.
I would say that New Year's Day is by far the most difficult day on which to find an open restaurant. it's no problem if you plan ahead and remember restaurants connected to hotels, or locandas and osterias are probably the most likely ones to be serving dinner. Chinese restaurants are often open too.
New Years Day is not less exciting with around forty people taking the New Year's dip on the Lido island in the festival called "Auguri di Capodanno sulla spiaggia del Lido di Venezia". This famous festival takes place at the Blue Moon Beach and begins at 11.30 am with a large dose of music been played to welcome one and all. All this and much more await to be explored and enjoyed during the New Year in Venice. I am sooo jealous! Wish it was me!

Been to both places. Venice. Venice is the place to go. Milan is more for the upper stuck up (but if you enjoy this type of scene have fun). I visited the church and was bored to death. Venice has many great popular bars and places for you to go. But both places are cold that time of year. Good luck and have fun. Try to get to see some sights while you are there besides the inside of the bars. lol.

Venezia! but depending on the weather...if St Mark square floods with rain and high tides you may not have so much fun...the shopping tho is great - very good prices. Milano is a wonderful city (where my folks are from) and has much to offer but often overlooked. Milano is more like NY or Chicago - very cosmopolitan...

Venice! When I was in Italy we had the same dilemma, so we asked the Italians, to which they responded, "Venizia, Venizia." I am soooo glad we went to Venice. Too bad there's never enough time to do it all, huh? Happy New Year!
