A book is either 'rack-size' or not. If it's rack-size, then its cover will be about the same size as a mass-market paperback, which are all pretty much always rack-size. Most hardbacks and special printings of paperbacks, and pretty much every art and photography book is NOT rack-size.
The importance of rack-size is pretty obvious: most bookstoores have racks in that size, not to mention many of the non-bookstore retailers. If you make something rack-size it's easier to distribute, store, and so on. Not everything can be made this size, of course, because of the resulting thickness or because of pictures. So it goes.
