Not really, to today's standards. If you bump the memory up to 512MBs it will be good enough to surf the Internet and work with documents in Office, listen to MP3s, burn some CDs, but that's about it. Playing high end games which came out this year, major photo editing, and video encoding / DVD authoring will tax the machine. You also should take into consideration how much storage space your hard drive has. MP3s, video files, and games eat up a lot of space.

It truely depends on what you are wanting to do woth the machine... I was doing web surfing and basic editing and such on a P3m 800Mhz laptop for a while running XP SP2 Pro with no problems. So as long as you are not wanting to video editing and run photoshop along side then it is enough for basic things.

Sounds like a good processor, but you have insufficient memory to run XP efficiently. You need 512M. It will run, but slower than you will want it to. Beef up the memory and watch it go!

It's 5 year old technology, so no. But if you're just running a linux server on it or something similar it would be fine. Depends on our needs and what you're paying for it.
