Yes.
The school must include a couple of major non-conference games on the schedule(like upset Ohio St., Texas, Florida), be undeafeated, and have one of those years where there is only one clearly dominant #1 team with a bunch of 10-2 conference champions from the BCS conferences.
Fresno St. could be a school that could do it, since they do go play big schools (LSU this year).

For a team like Boise St. or Rutgers to ever make the NC game, they would have to run the table one year and follow up with the same the next year.

But why would a school like Boise St schedule 4 high quality non con games and risk 3-4 losses?

If Boise State goes undeafted agian next year i could easily see them in the National Championship. I think they deserve to be in it this year.

if they get into a BCS game this year and beat whoever their playing by at least 2 touchdowns. That should get them ranked for next year. then they have to beat atleast 2-3 out of conference teams thats are ranked while going undefeated again.

Not under the current system, and it's mostly due to strength of schedule.

A playoff system would dramatically help these schools.

not right now because even if they get into the national spotlight, they have to compete with teams like USC, Michigan, and other big name schools. which they will lose. they just need to build up their school reputation.

I highly doubt it. They won't want them in it as they don't draw the number of fans a USC or Ohio State will draw. It won't be financially as beneficial......
