Fake blood is made with sugar syrup and food colouring. This means it is safe, cheap and easy to make and you can dilute it as much as you like.
I am not sure you will be able to make it look like it is pouring out of your actor's nose, but a bit of exprimenting will give you the best effect.

around halloween they sell those capsules for fake vampire blood. you might be able to find some really cheap now since halloween just passed.
