can i let you know generally means can I tell you--it usually means at a later date. like, if i asked you, do you want to go to my family's house for christmas dinner? you coulds say, can i let you know? if you wanted to look into your options and give me an answer later.

Can I let you know means the person does not want to say yes or no right now but will let you know later on.

The use of "can" is really just a polite way of saying "I will let you know [later]. As in "Do you have the information I was looking for?" "Not yet, can I let you know tomorrow?"

"Can I let you know?" means that the person is asking if they can give you an answer at a later time, perhaps because they are not yet certain or need time to think about it.

It's a question the asker is asking if they can tell the listener some sort of information.
