Am i secure from 'Dial up' (sites that dial up a premium number) sites if i am not using a dial-up connection?

Only if your dial up modem isn't connected to the telephone point. You are safe if it's unplugged.

As long as you don't have an active phone line plugged into a dial-up modem that is connected to your computer....Yes.
