If i am not able to have any IM like MSN or yahoo or AIM on my computer since it maybe blocked can i just visit any website sign in and start instant messaging

Try meebo.com and ebuddy.com... both very good. I like meebo.com better because it is free of advertisments, whereas you get bombarded by them on ebuddy.

This is an online version of aim, there's also something similar for msn, you can log on with the name you already have yet it's web-based so you don't have to download anything.
