I have a 96 civic and it won't start in the morning when it is cold, 25-35 degrees outside temp. After the day gets going and it warms up, the car starts fine. It always cranks at a good speed and the plugs were just changed.

Looking at the model of your car, it can be that the rings is worn. This will result in the compression passing past the rings on the pistons, when it is cold. The reason why it starts fine when it is hot, is because the metal expands with heat, thus closing the gap between the cylinder and the piston. The choke can also be faulty. If the choke is faulty, then the engine is getting to much cold air , on start up in the mornings. The best way to get rid of this problem is to get the engine overhauled.
