It'd be easier and more effeciant I think if one were to go to a community college or tech. school for something like that.

You definitely want a Criminal Justice major if you are looking at being a cop. As for the best school, I believe CSU, Sacramento and San Jose State are still among the highest ranking Criminal Justice Departments in the college systems.
