Im not sure if your talking about the type of light or the color of the pain on the inside of the glass.

If you talking about the light being produced then its because all wavelengths of light are present.

IF your taling about the color of the paint then, its because white does not absorb any wavelengths of light, therefore all wavelenths are given off

You can get incandescent bulbs that are colored. A blue one lets through blue light, a red one lets through red light. The regular ones are white to let through as much light as possible. Incandescent bulbs are only 40% efficient, the rest goes off as heat.

They are frosted to give a more uniform light dispersion. Otherwise you would get harsher shadows from just the filamaent. By the way if you're talking about the color of the light, when compared to sunlight, they are higher in yellow and red light.
