The eyes do exist and I do believe that they even open and close at that point, HOWEVER, I am not sure they are completely developed. If born at that time, the eyesight may run into trouble. I don't think the retinas are done at this point.
As far as color goes, you won't see the final pigment until roughly 6 months of age.

The baby's eyes are fully developed at 22 weeks, but the eye color will take up to a year to be determined

At about 26-27 weeks the fetus eyelids will open and they will be able to detect light outside the womb. Last night my man was taking pics of my bump which he does about every week or so and she startled after the first flash for the first time since he started doing the pics.

25 weeks is when the eyes and brain start to develop more.. you can't necessarily tell the baby's eye color at birth... it can change until the baby's up to a year old.

Yes , the little eyes are there. They might not look like the eyes we see, but the cells for eyes are there.

THERE EYES ARE DEVELOPED BUT ALL BABIES ARE BORN WITH THE BLUE/GRAY EYES AND IT CHANGES WITHIN 3 MONTHS IF IT IS GOING TO CHANGE.
