I have sea-green(blue/green) eyes, and to bring out the green you should use makeup in any shades of plum/purple to burgunder.

If you don't feel like wearing strong colours like this, you could do what I do: I wear natural shades over the eye, and I just use a soft purple eyeliner, or a plum eyeshadow just below the lases and soften it out. You could also use a green one, it will bring more focus to the green tint that is already there.
There is also different shades in brown and more natural colours that have a little tint of purple.
If you ask around at the places that sell makeup, they should also be able to give you good advice and show you good products.
If you want some good ideas on shadows, my favourites(in shades that is), is Isadora's eye shadow quartet nr 27 - amethyst crystal. The colours look really great together, and the brown one has a little tint of light purple, I love it!

Colors that are in the violets and berries Group. Use the opposite on the color wheel to make your eyes stand out. Many Fine cosmetics lines have color grouped this way, so you should be able to go to the counter and take a look at colors in this family. Have Fun!

Anything in the purple or plum family. Go to your art teacher and ask to see a color wheel, any colors opposite of green will make your eyes pop!

I have green-ish blue eyes. I tend to use various shades of blue because they always make my eyes stand out. Pinks and purples will make them pop as well, just make sure the pink is noticeable. Mostly I only wear black eyeliner and black mascara with my eyeshadow, too.
EDIT: Just saw you posted about shirts as well. I would stick to wearing darker toned shirts. Or perhaps try lighter blues, yellow, and greens. I have red hair and green eyes, so when I wear green it looks good with my hair and really tends to bring out my eyes.

If you have green or hazel eyes then you can brighten eyes with shades such as brown, apricot, purple, plum, deep khaki or forest green. (you have to be sure to blend the colors well or you will look like a clown)
To get a modern look you should use gold, lime-green, light green or bright purple shades.
Eye liner shades in violet or purple make eyes stand out

I would go with either a green or a purple, depending on how dark of a green your eyes are, the brown would be more earthy, but it would really compliment the green, if you really want to be dramatic, i would go for a deep purple.

I say you use sky blue. That would really make your eyes pop. Same goes for the shirt.

I would wear white on top, under your eyebrows. Not to dark but lightly. Wear green shadow, and maybe..some black eyeliner and green mascara. That would look AWESOME! and some nice, clear lipgloss. Wear like a white or green top!
