In New York City people look down in order to make sure their next step will be safe and not to have eye contact with other people.
There are 8 Million people living in the City not counting tourists and workers from neighboring locations and you never know who the crazy person is. Who is usually the one person looking for eye contact.

Insecurity and Disbelief in themselves. Ashamed to see people looking at them. I used to walk like this all the time in my early teens until I heard an old Country Song....Walk tall walk straight and look the world right in the eyes. That's what my Momma told me when I was about knee high. She said son be a proud man and hold your head up high. Walk tall walk straight and look the world right in the eyes.

i have a friend who is very extrovert and self-confident, but he always looks down when walking. He finds about two hundred dollars a year in dropped change, bills, and jewelry. I call him "Eagle Eye".
