As far as well known colleges...you will most likely be able to get into most state schools (Arizona State, Ohio State, Michigan, University of Miami...etc.) Most Ivy league schools will be looking for a much higher GPA and great SAT scores. Your best bet is to focus on smaller private instituitons that have a good academic program and are accredited.

Most well-known colleges look at far more than GPA. They would also consider how good your private high school is, what SAT scores or ACT scores a student has, extracurriculars, teacher recs, etc.
Some students with a 3.0 might get rejected from all the top schools if they have nothing else to offer, but there could also be plenty of 3.0 students who are exceptional in SAT scores or extracurricular activities who would get in.

3.0 is not great in high school. In order to get into a top-notch school you probably need something like 3.8 or higher. But you can still get a degree from the school of your dreams. Just start at State U, get the best grades you possibly can and transfer. College academics mean more to an admissions board than high school, and if you prove that you can do it at the university level, you'll be much more likely to get into the good school you want to go to.

it depends on your extra curriculars, test scores, how much you've volunteered, etc. There's a lot of things a college looks at when choosing, and a lot of things you should be looking at like size, majors, location, etc. talk to your college adviser
