Ive had quite bad lower pains could this meen im starting my periods?

That could mean your periods are on their way. Be prepared with a pad and know how to use it. Generally speaking, girls periods come any time from when they are 10 to when they're 16. Don't worry. Is this your first? If it is I suggest on a private calendar writing that you have cramps and keeping track of PMS, cramps, bloating, and especially periods.
So, yes you're periods may be near. Talk to your mother (if comfortable to) and tell her you think they may come soon so she can buy you pads to bring to school.

It might mean you are starting your periods, but there are other things it could be too. If the pains are unbearingly strong, then it most probably is not your period. It would help answering to know how old you are.
