Depends on the tone.
If it's is stated in a tone of solidarity, it has the same connotation as in "I can relate".
If it is someone trying to delve deeper into an issue, it is meant as "please elaborate".

It is slang often used in the US to indicate understanding.
The following would be an example of its use:
Joe: Did you enjoy the movie?
Ian: It was pretty good, but way too long.
Joe: Tell me about it. Started out good but by the end I just wanted to leave.
Joe is indicating agreement and understanding. He's not asking for the Ian to actually 'tell him about it."

What does "Tell me about it" mean?
It can either mean that the person wants to know OR as an emphatic agreement.
For example:
A: Everybody in this city seems stressed!
B: Tell me about it. It's always like this in December

it could mean several things, generally though, when someone says "tell me about it" that means that they are in agreement. For example, you say, "The traffic over the weekend was really awful" and I say," yeah, tell me about it". it just means i agree.
or, it could be used more literally, as in please give me more information or details about what you just said.

it means that that person is agreeing with whatever the other person is talking about..
like if I said "answering questions is fun"...if you said "tell me about it" it would mean you agree enthusiastically
