I'm glad we all agree on this. Who passes these laws? What are they afraid of... By association they are clearly rascist. A blackboard is what it is- a board that is necessarily black to show white chalk. Anyone who can only associate black with race has big issues I feel

oh c'mon, guys.
As avandrow pointed out, this is obviously a really stupid urban legend type rumour, designed to get people het up about perceived overly-pc correctness.
I haven't seen a chalkboard be black in a long time - majority of schools use white dry-erase boards and of the few that still have chalkboards, the chalkboards are usually dark green. So why would anyone say "blackboard" in common usage?
and what on earth does this have to do with the category (books and authors?)

This is a complete urban myth, one of the 'loony left' stories.
I am a lecturer, and throughout all my training and subsequent career, I have never been prohibited from using the term blackboard. Indeed, the interactive on-line software used by many academic organisations including the college where I teach (Bristol) and the University at which I am doing my Masters degree (Derby) is actually called blackboard! (Blackboard Academic Suite)
The only truth in this story is that you actually very rarely encounter a black-board these days, they are all white or green, or interactive!

Is it racist? That depends on how you look at racism, is it in the eye of the beholder of the speaker? As a white person can I decide when something is racist against a black person? I would tend to say no. However you can also look at the intent of the person speaking. Did that person have anything derogatory in mind when calling it a black board? Most people would probably say that no they did not since it is a descriptive word that tells what the col or of the board is.
Still, as I said, not being black myself I cannot tell black people to stop being offended. The best that I can suggest is that when someone feels offended they should let others know, and if it is possible, that others then change how they speak to make that person more comfortable. Obviously in a world with so much communication it is impossible to please everyone, but we can keep those around us in mind and just try to be polite.

From this post and numerous others I see that the terms racism and racist seem to be misunderstood and thrown around too much. It wouldn't be a bad idea to pick up a book in order to have a better understanding of what those terms mean. The original poster (if serious about this question) needs to do some reading in her spare time. History (not taught in class) will show you all the answers you want to find. You may not want to accept them, but they are out there. Some of these questions seem to come from people who seem to be a bit naive about the world and the damage that has been inflicted on people in the past and today as well.

I wouldn't think that it is true. It is just a way to distinguish what type of board it is. I mean if it is racist to say 'blackboard' then would it not be racist to say 'whiteboard' and stereotypical to say smart board.
So no I don't think that it is true that it is racist to say blackboard

NO IT IS NOT CONSIDERED RACIST
Only the media printing rubbish from the noisiest empty vessels to fill up pages and air time
Just carry on and ignore these idiots who have nothing more important to worry about. Why don't they get off their backsides and fight the cause of a real issue for a change
Maybe I'll be Blacklisted for that
Oooooooooooooops

That's retarded. It is a black board if it's black. Where was I when this changed? I've called it blackboard since I was in elementary in school (a very long time ago, mind you)...and I'm black!

Only in America.
Mind you, in schools they have mostly been replaced by whiteboards where you use coloured marker pens. How racist is that?
If you keep removing the word black from the English (or American) language, it will only remain as a term of contempt for those with African ancestors, in the same way as the spanish equivalent. Then we'll need to find another word - and gradually expunge that from the language. Political correctness is self-defeating.
