Don't use white eyesahdow to cover dark circles~~you need to use something that neutralizes that purple-y darkness, which would be a yellow concealer. Yellow works for dark circles; green concealer works on pimples and blemishes because it masks the redness.
I use a yellow concealer by Physicians Formula.
ETA: I put the concealer on after foundation and before powder. : )

Idefinitely would not use white eyeshadow under eyes. I use it on the inner corners of my eyes and not too much or it doesn't look right. I don't know how this looks on darker skinned individuals because skin is usually some shade of ivory in most makeups. This may not work for you.
Also, don't go too light under your eyes or it doesn't look right, you get some sort of reverse shadow look and that looks as bad as the shadows. This is what usually happens when I try to cancel color like with green or yellow concealer.
I use concealer after foundation. My circles are dark and genetic so they never go away. I use Mary Kay concealer because it covers everything and matches my skin pretty good and feels really smooth.
BTW I've been using a generic version of Striactin for a couple of weeks and my circles are actually lighter :)

White eyeshadow won't work. For months I searched for an "industrial strength" concealer for my dark circles and you'll never believe what turned out to be the best.....bareMinerals by Bare Escentuals loose powder foundation!! Pick a color two shades lighter than your foundation shade and that's your new concealer! The creamy ones kept creasing and making the area greasy so my eyeliner would run but the powder stays dry and put so I understand wanting to use a powder. Run to Sephora and have one of the salesgirls find the right shade and put some bareMinerals on one side and see for yourself. Good Luck!

first thing...dont even try it!! white eyeshadow will just make your circles stand out more...what u rly need is concealer, one that is the same brand as your foundation is good cos then u can get the exact same colour 4 both.always test the colour of a concealer OVER your foundation. If the effect is invisible, you have the correct shade.apply it over ur foundation 4 the most natural results - using ur ring finger cos das the softest finger.hpe da helps =)

Do it after u applied the foundation. Also try a concealer of ur color to cover the dark circles.

Dab the white eye shadow on lightly then have a light reflecting concealer (preferrably) or a loose powder which matches your skin and put it over it that should work!

I wouldn't. Cover-up or powder in a natural skin tone would probably work better. White eyeshadow, probably make you look ill!

you should do it afterwards. if you do it before, applying the foundation may cause it to wipe off. Why are you using white eyeshadow anyways??

after do all your foundation stuff then lightly dab the eyeshadow under the eye but not to heavy you dont want it to be shiney and stuff you just want it to blend... after dabbing it on just smudge it with you finger until you think it looks good... add more white if needed

use a thin brush or your pointing finger, but I recommend cover up use one shade lighter then your skin colour and that will hide them well and brighten up your eyes
