If you want a free program, try The Gimp or GimpShop. They work pretty much the same as Photoshop but aren't quite as big resource hogs (though there are fewer tutorials on using gimp than photoshop)

I usually stick to Adobe Photoshop and Microsoft Image Composer. Both have their good points and bad points but between the two the possibilities are endless!

I use both Corel PaintshopPro X and Adobe Photoshop. They're the best.

"Microsoft Picture it! Publisher" is my favorite one. I've used many and this one is powerful and loaded with useful features but isn't difficult at all to figure out how to use. Of course Adobe is the industry standard but who has all that dough and time to learn how to use it effectively?

adobe photoshop is there and if you don't wanna go for that then there is another which is coral photopaint. but the better way will be adobe photoshop 8 version.
