No, it is NOT mandatory.. where they ask for salary requirements just honestly put Open for discussion.
You do not have to give it right then and there on your resume or on an application or cover letter.
Just when they ask say Open for discussion and they will be more than glad to discuss with you the salary and what not that the job entails, it's basically haggling your salary.. if you put down too much of a salary they more or less won't hire you, if you put down too low of a salary they can screw you and pay you much less...
Your best bet is to be smart about it and professional and put open for discussion...

I would recommend that you add Salary Requirements to your resume only if the ad asks for it. I would not put a specific amount, but a range - " $xxxx - $xxxx, depending on benefit package. "
Similarly in the interview, when asked the question, find out what the other compensations is first - health benefits, Company match on 401(k), vacations and holidays, etc - then try to find out what the range is, and respond accordingly - (too low; I can live with that; Is there a salary review after 6 months?)

It isn't mandatory but if the prospective employer has a price range in mind and you exceed what he is willing to pay, it might save him and you from wasting time on an interview.

No. That should be discussed once the job has been offered. Say on the application, "open".
Or state a range, not a specific amount.
