Are you sure you don't want to do it the other way around? If you do - mark me as 'best answer' and I can give you 'chapter & verse' on how to do it (my best answer rating is 25%- this is my area of expertees...)
If this isn't what you want to do, then I have to assume that either you don't have a CD player or you don't have a tape recorder or you can't link them up??
You have a PC, so you must have a CD player if only your CDROM?? Maybe you have a cassette player in your car, but no cassette recorder - in which case you will need to find someone with a cassette recorder... Anyone offering to convert cassettes to CD's has all the right equipment, so you could try searching the internet and see if they will do the job for you. EG: http://www.cassette2cd.co.uk/
If you have the equipment but can't link them up, you will need to find an output for your CD player (headphone/RCA stereo output), input for your cassette (RCA stereo input) and get an appropriate lead to link them up.

Though I have no idea why you would want cassettes instead of cd's, you can buy blank cassettes. Play what cd's you want and set your cassette player in front of it on record, but be very quiet because it will record you singing or talking (I found out the hard way!) And make sure the cd's turned up louder and turn the volume down on the cassette player or else the sound will be very soft. So if you're like me and like to rock out, it will suck!

well, first thing you need is a tape recorder. most boomboxes have real cheap units in them that are good for getting the music from the CD to a tape.
it can get technical. i have a professional deck here that's got real-time playback of recorded material for adjustments and stuff...but the concept is the same, put tape in player, get music playing, hit record on tape.
