I believe that in order to do voice-overs, you actually need to be a member of the Screen Actions Guild (SAG).

Its a skilled job. You need to be able to fit a lot of words into a precise time period without sounding rushed, sound perfectly clear, not mispronounce anything, not make paper noise or fluff your words. You either need to train as an actor or gain experience and contacts before you are considered for the big money commercial work.

I'm not trying to discourage you. If you have a dream then go for it - its the people who perservere who succeed. Just be aware this is not a job you can just walk into. There are some people who specialise in VOs and whose voices you hear over and over. Also well known actors like Martin Clunes who are chosen because they have an attractive persona that the audience will be comfortable with. You may find yourself doing a lot of low end commercial videos with terrible scripts ("and here we see the welding shop...") and shouty ads for local TV repair shops.

Contact an association that assists blind people to find out if they have a "Books on tape" program, where books are transcribed onto tape/ other media. If they don't, maybe they can recommend some organization in the UK that does.

It's one of the very hardest industries to succeed in. There's not an ad aegncy in the world without hundreds of audition tapes. I would go into acting instead as it's easier.
