Its kind of late to balance an old budget. In general government should seek to reduce spending from the previously year. The deficit should be taxed as an identified surcharge on your tax bill. If you have to pay an extra $1000 each April, for the spending of the legislature, you will know exactly how much they screwed you. If there was a catastrophe like Katrina or a war, you make allowance for it. This way you balance that newsletter announcing a new public project with the bill.
