I had asked a question earlier about how they reproduce... But here's the thing... How the hell would that species be started if it was truely possible?

1)God would get boerd with us ordenary humans and use his mystical powers to create them.
2)A crazed scientist would chop a fish and man in half and stich them together.
3)A crazed scientist would put human DNA into a fish egg.
4)A crazed scientist would put fish DNA into a human embryo.
5) In my two fairy books they say mermaids are fairys who like to lure sailers to there deaths be sitting on rocks to comb hair.
6) Like in the X.men movies humans will mutate over time to have fish tails.

There is thought that mermaids were actually manatees. I suppose those men had been out to sea for quite some time to think those were gorgeous gals.
Though, if we're talking Disney's Little Mermaid style mermaids, maybe the females release egg pods or eggs and the merman just swims over and fertilizes like fish do. *shrug*

I have a theory that mermaids are hybrids between ancient mariners and dolphins. Why do you think dolphins love to 'lead' small ships and boats? They're looking for a 'good time', to be had when sailors were punished by lowering them into the bow wave...
Or maybe mermaids were just pretty girls out for a swim...?

The same way that whales evolved from land mammals to sea creatures. whales ancestors had four feet and walked on land and look at them today.
another tradition you might be interested is the legendary
Selkie Selkies were seals in the water that shed their skins and became human on land. now if you ever had dry skin peel
off or seen a snake shed its skin. Selkies make more sense than the fish tailed merfolk

Mermen or mermaids as they show in Cartoons is never possible.They will never come into existence.The only they can is that a lunatic man tries to breed a man and a fish!

The same way that any other species was started. God had to create the original first two. If you don't believe in god, then evolution... some kind of fish would have to evolve.
