Nope. Juliet is played by Elizabeth Mitchell and Penelope was played by Sonja Walger.
And you have to remember, Penny got a call at the end of Season 2 from those guys. Juliet was obviously already on "Others Island".

I think you need to keep her away from your dad...and you two also need to have a serious talk about his behavior. He's probably still reeling from a difficult divorce and needs the attention, even if it is your girlfriend he's trying to get it from. It's probably easy for him to act that way around you and her, rather than going out and trying to meet younger women on his own. And just reassure your girlfriend that you'll deal with your dad in the best way that you can. I hope you can work it out...

I think Juliet is a knock off of Jack's ex wife. But she does look a little like Penny I never paid a lot of attention to her character.

No, but they do look similar. Juliet is supposed to resemble Jack's ex-wife *which she kinda does*. Pen Pen recieved a call from those 2 guys in the Artic saying they found "them"..preseumably Oceanic Flight 815. Juliet was already on the island w/ the other Others *lol..sounds funny*

no because the two guys on the boat at the end of season 2 called Penny with their news.
I heard something about how Juliet's meant to look like Jack's ex wife so he might side her or something...I dont know, its so confusing :D

I don't think so, because in the episode where the hatch explodes, it skips to a scene where some men are monitoring something, and they notice a big blip on their screen. They scramble, and then make a phone call, and the person they call is Desmond's girlfriend.
