The government is doing that already! It's called FHA loans!

Traditional (conventional) loans require good credit or big down payments. The government came in and helped A WHOLE BUNCH! With FHA loans, lots of the credit glitches that would otherwise prevent people from being able to buy a house are ignored. Credit scores that are lower are acceptable, and medical collections are greatly ignored!

Now if what you mean is "How can the government help people who never pay back what they borrow for..." well that's just silly.
