Do the hot dog sellers in Manhatten need to pay a governmental or a city fee? Can anybody sell food on street?

Usually to conduct a business a person first needs to acquire a state, county and city license. To sell food you must have a permit from the Dept. of Public Health.

Anyone who is selling anything on the street has to have a vendors permit, and dealing with food I would assume and hope you would have to pass some type of health inspection!
