No, it's based on the (false) assumption that contact with girls under 18 constitutes statutory rape and is illegal. (In fact, the age of consent in most states is somewhere between 16-17. However, the age of consent for adult entertainment and images is 18, and 21 in some states. Thus, you don't want to take a picture of someone under 18, but, depending upon your age and the jurisdiction, contact with a 17 year old may be okay).

No, it means that having sex with a girl under the age of 18 in the United States is against the law - it's known as statutory rape. The term is a little misleading, as it doesn't have anything to do with the girl's consent - she can be as consenting as the male, but because of her minority (age), sex is illegal and prosecutable. That also has given rise to the term "jail bait".

You Spelt VIRGIN wrong. It means that girls/boys under 18 are minors and cannot have sex legaly, but you don't know that right?? A virgin is someone who hasn't had sex....not all girls that are under 18 are virgins.
