I have received call claiming to be from someone, and I'm not sure thats true. Apart from dialling that number and see who answers, is there like a reverse phone directory? I promise I am not a jealous wife checking on her husband!

You generally won't get the person's name (for free) if you use reverse searches in yellow pages. You will only get the town where it is based. To get a name you will undoubtedly have to pay a fee. (generally under $15) from one of the reverse search sites. Here is a site that ranks the best reverse cell phone look up sites.

No, cellular numbers are not listed anywhere UNLESS the person it belongs to has taken the time to list their cell phone in a directory. It is not automatically listed.
