excess reading by electronics meter- a decision was given by delhi high court 2-3 years back?

a resident of delhi filed a suit against electricity board delhi regarding new electronics meters. That the electronic meter was giving 30% more reading according to theory of electricity. the theory of electricity is i.e. one k.w. motor is running one hour continue that consume one unit.
