Which country has been worse for civilization: France, England, or Israel?

Difficult to say since there is Israel only since 1948!
Before that, there was never Israel, thus we can't accuse someone or something not existent!
Then, from France and England, France has promoted Democracy, in modern times, by the French Revolution and the Greek Napoleon Bonaparte!
England had been making colonies all over the world, spreading the worse of the European mentality, which included killing the subject of their claims!

I would tend to say Israel..
But on second thought.. It was England because it played God in dividing countries, settig borders inside nations, giving land to occupiers and ruling half the world while sucking up all the richess. All that England's done in 200 years could be the main cause of all the world's troubles in the 21st century.

It depends how you define civilization. I think most people would credit England and France with spreading it throughout the world, although that's a somewhat antiquated notion. My personal vote would go to Israel becuase it activly prevents other mid-east states from modernizing, which is understandable given their precarious geographical situation.
