People have a remarkable ability to use what senses they have to exist. The tenderness of touch and the words signed into the palm of such a person can affect another just as strongly as words heard or read can affect us. I imagine a relationship between two people where touch plays such an important role could become very loving.

Do you mean literally or figuratively?
If physically, their eyes did not see and their ears did not pick up on sound, then yes!!! Love involves emotions, the heart, and understanding. People can develop understanding through other senses -- touch, for example.
If figurativley, a person did not "see" what was in front of them, or did not listen to what others were saying, then it is more difficult. Then falling in love would be falling in love with an idea of what is rather than a real person.

sure they cud fall in love.they r human beings and have emotions.but their love will not b upon the physical appearance of the person.it will purely depend on how much that person loves the person

Your senses might be dead, but your heart and your emotions are not. They might even love deeper than we can because it's not based on what they see physically in the other person.
