In the UK you have to be 16 to buy Cigarettes in the USA it is 18 in most states.
To ask a question which amounts to 'can fire burn' is usually retained for people under 3 years of age?????

Its more likely you'll close your eyes before you do any real damage but I guess you could give them a light burn yes of course.

well, it could... but you'd have to lean way over the flame to get that heat in your eyes, and you'd have to be very close to the flame to actually do any damage.
basically don't put the lighter in your eye and you're ok.
