You need a qualified electrician to replace the wires, not just one, the set of three. Someone could get electrocuted and it is a fire hazard. You only need to upgrade if you don't have enough power right now, say from a 100amp service to a 200amp service. Common change if you need more. 100amp will do just fine if a small place. In our area, it is the responsibility of the electrician to bring the wires out of the meter and to the roof and supported. Then all the power company does is the connection at the wires on the roof.

You need to report it to the power company, they are responsible for the wire up to your meter (assuming this is you house) not you. It is not a fire hazard, but an electrical one if someone were to touch the bare wires. You may get some sparking during a heavy rain but that is all, however, that could cause damage to things in your house. Again, this is the power company's responsibility to fix anything before the meter, you are responsible after the meter only. Good Luck.

It"s propable not too serious of a thing since the wires (by code)should be well above anybody"s head and reach. You can also call your electric company out to check.

By me, everything before the meter is the utility company's responsibility. Call your utility company and ask them to have someone come and check the line leading to your meter.
