not heard of anything BUT it could be possible. All you need to do is write some code to wait as aclient on the phone. Then when you connect to it from your machine via a GSM or PSTN network connection it wouild activate itself silently and open the mic for input...

IF you're wanting to bypass a person's call alerts and ringtones remotely, then, no. you cannot make a stealth call to a cell phone unless the person physically mutes his or her handset's call alert options. There is no software that would allow you to do this remotely.
