Every father regardless of where he lives has to pay child support. The fact that he's not working will just make it so that he doesn't have to pay very much. For example, I know of one father who is on Welfare and pays $10 a month for child support for his one child. It's a percentage of income no matter how low the income is.

If he is in a different country I think you might have a hard time collecting on this one. He is outside the US jurisdiction. However, I would force the issue and that way if he ever does come back into the country he would have a warrant for his arrest.
That would fix him!
Your spouse is what I call an a%%hole, because he makes good divorced dads look bad.
