I know that when I read "Who Moved My Cheese?" there were two characters called Hem and Haw and all they did was stall when faced with a problem and complain about it as well. It makes sense with the sentence you provided. Hope this helps!

Hem-haw or hem and haw or hum and haw - it can be used to refer to someone who takes a bit long to come out with an explanation either because he/she is unsure of what to say or the person cannot find the right words!

By the way, your explanation to the question is somewhat unclear!

Hemming and hawing means stalling, or trying to find a way to NOT answer something.

One side said one thing the other side said something different so they said it would get people's attention(ie: people's attention is NOT always the best thing for a scientist as it brings with it unwanted regulation of his experiments)Another way to say the same thing would be; His data was met with opposing opinions and the scientists sarcastically reply that it will get peoples attention.
