it creates an illusion that the state is merciful

as in , the sentence was 40 years , but he was offered parole, and got out and could be with his family again .

it encourages reform and repentance

because of the good conduct , the sentence was suspended/ he got out after serving half time.

it gives the state some manoeuvrability as in case where high-profile people are involved
(e.g actors, politicians, royalty,rich people)
without appearing partial to these people.

Because they are running out of prisons to house anyone so why don't they just take the people who they know did something (positive proof) out back and kill them right away. That would help keep these death row people from living out their lives in the prison system.
