Easy the lights ALWAYS go on first because usually the cord is the same color as the tree so that hides it then the garland then last but certainly not least the ornaments.

Lights first. The more lights, the nicer the effect can be. Dont' be afraid to use a minumum of 700-800 lights (that's 7-8 strands) and tuck them back into the tree - it gives a lovely effect.
Next comes the garland, then the ornaments. Tuck the biggest ornaments back where there are "holes" in the tree (very common with real trees), and lastly, put the star on top.
Take a look at your tree as you go. You may need to move ornaments around to get the proper "symmetry," but you'll get it.
And if you can - skip the tinsel.

Well, I don't use tinsel on my tree but I think you would need to put the lights on first and then the decorations. Last, put the tinsel on the tree and try to hide the spots that are missing decorations. Bottom line....do it the way that you want....have fun while doing it and have a wonderful holiday season. Put the lights on first. Start at the bottom and sort of wrap the lights around the trunk of the tree and put the lights over the branches, and then work your way to the top. Then put christmas ornaments on, then the tinsel. That is what we do at my house. Hope this helps. :)

Lights first as they will show through the branches and you need to push them back from the edges. The tinsel you put on will disguise the wire a bit too.
Always remember to test the lights BEFORE you put them on the tree. But don't stand on a bulb as that's really annoying...

lights first, i plug them in and put the last light at the very top, (just to light up the fairy on the top!) then the baulbles, and any other hanging bits, then you can tuck the tinsel around the empty gaps, i always throw strand tinsel on my tree in colour to match my scheme, this fills out any gaps and empty spaces in the tree.
