Google doesn't own it's images, it just finds them for you. So you'll have to click on the individual image and track down the owner to really find out if they will let you use it or not.

Copyright laws don't change depending on the source. The copyright is vested in the original creator of the work, and applies whether or not they attach a copyright notice to their work.

The only images you can use without permission are those that SPECIFICALLY state that they are free of copyright, or generally licensed to the public.

One site where you CAN find reusable images is http://commons.wikimedia.org/wiki/Commons:Welcome. These are images, videos, audio clips and other media that have been released to the public under the creative commons license. Check out the Creative Commons site for more sources of free content: http://creativecommons.org/

Note that Google simply searches for images online but does not offer them to you for download or saving; they act as a search engine only. This is how they get around the law. Their video site, YouTube, is constantly being sued for infringement of copyright by owners of the original video clips.

The only way you can legally re-use an image you find on this site is to track down the owner, and get written permission from them for you to use it.
