Discussion groups can be a lot of fun, and you make better friends when you're talking about things that really interest you. I'm in groups that talk about decorating, and I also found groups for favorite books & movies. http://www.yahoo.com/r/2r

You'll probably want to have a page of your own online, where people can find you and get in touch. These sites typically have lists of people with certain interests, and people who've gone to certain schools. You can list yourself to find old friends, and let them find you. Some popular pages for this are http://www.myspace.com and http://www.livejournal.com If you're a college student, you'll want to be on http://www.facebook.com

It's fairly common to have a blog (a public diary- basically a newsletter written for your friends to read) on the same site where you have friends with blogs (livejournal, myspace, ect). It makes it easy to keep in touch.

Keep in mind, any information you put online, like your phone number, or the story of a ridiculous lover can be read online, by anyone. If you remember not to confess to crimes, or post your address& phone, you'll be fine. Assume that your boss, your mother, your neighborhood cop and your first boyfriend will see it at some point.

If you've got a lot of free time, instant messaging can be a great way to kill it. I've found it a bit awkward to meet people in chatrooms, but many people like doing it, and I don't know anyone who doesn't have an aim account. Most of my friends use instant messaging programs more like a more friendly answering machine than anything else. It's a great way to keep in touch, if you don't want to hear from someone right now, you can block them. If you do, you can see whether they feel like talking with a quick glance, so it's almost like being roomates. http://www.aim.com http://www.trillian.com

All in all, I'd get the livejournal and the instant messaging so people can get in touch with you, and I'd expect to make the best friends in the discussion groups.

Edit: I completely forgot the online games! Games are great when you've got time to kill, and generally include their own chat rooms. If you've got a really wierd sense of humor, http://www.kingdomofloathing.com is strangely fun, if you liked books like the hobbit, search google for mmorpg, if you're into paying for video games http://www.worldofwarcraft.com is the best, and if you like just being an ordinary person try http://www.secondlife.com where you can be yourself, or someone else, and wander around an imaginary world. Online games can get you really, really involved. Some, like kingdom of loathing only take a few minutes a day, others are so good you won't notice a few hours going by.

You can also install an instant messenger program, such as Yahoo! Messenger or AOL Instant Messenger. Or, as the previous poster responded, via email.

By using the telephone. Voice Over Internet Protocol (VOIP) is available from many places: for example SKYPE from eBay: http://pages.ebay.co.uk/skype/
Remember, the person you are telephoning will also need to have a telephone handset connected to their PC.
