I can understand the rest of EVITA but a little bit unsure as to what it means. Does it mean the actress (eva) does not act (or pretend to act) to the wishes of hungry and poor? Or does she refuse to act in such capacity? Or her acting skill is poor? Why Tim Rice put such song here? Please advise. This is NOT an English question.

Eva Peron started off as an actress. When she says she hasn't heard the lines you'd like to hear, it's because she's dying and that's not what the people of Argentina want to hear.

Evita is saying that she was expected to act in a certain way as the first lady. She was expected to say and do the "proper" things, which she is refusing to do.

Evita was an actress prior to becoming the first lady. So "the actress" is a reference to herself.

"The actress hasn't learned the lines you'd like to hear" means that she refuses to do what they expect of her and instead is going to do what she feels is right.

She is reprimanding the rich and powerful, not the poor and hungry.

I assume you are talking about when Julie Covington refused to sing "Don't cry for me Argentina" on stage saying "the message of the piece of music would be lost on stage". So Tim Rice had to find another actress who would do it he found Elaine Paige, and the rest like they say is history.

This is meant to mean she did not conform to what the governments wanted her to say... she was a people person..and she rubbed them all up the wrong way....
