I don't know if it's Israel or not - if it is, I have a sneaking suspicion that the hits are not only unnoficial, but are probably not even authorised by the military. I don't think that this is the work of the Mossad or the Sayerat Matkal.
I also don't think it was the Syrians. The Arab and Persian nations have a common goal right now - Iraq.
Whomever it is, they're operating as a splinter. I don't think there's any real value to these assassinations unless these leaders can speed up the Islamic talks regarding the stabilisation of Iraq; The US does not want the Islamic nations to solve the problem of Iraq because they probably think that they'll lose more credibility in the region.
Of course, as they say, you can't get blood from a stone.
Unfortunately, I've just been reading Reuter's Cole's Notes version, if you will, of the events, so those are my guesses based on what I know.
An interesting question to pose, though - could it be UN authorised?

There are many profiteers from war. Technology seems to flourish when people look for ways to conquer. Those who seek peace are a threat to those who profit from war. And we all profit to some degree. Wouldn't it be nice if we could have no wars and we still would have the drive and make the resources available with the same zest to fight disease? Too bad we couldn't put war on ignore! There are people who are in power that realize that if the masses are not controlled to be confused about God...getting taught that there is One God and then that there is some eternal damnation in afterlife for bad deeds and then getting forced into taking a weapon and defending their territories..... then the money stops coming to them and then they have to worry about how they will live after that. Of course the whole economy would have to change. So the people responsible for the assasinations are in this money trail somewhere and the people that encouraged them are some who are higher up that food chain. The thought is that without a good prodding, humans will not step up to the plate and make their environment more survivable for the future. That the average human, once they become content will go inside and play video games regardless of catatstrophe because humans get complacent. So there has to be a prodding. How do we change this human behavior pattern? Perhaps God has a plan in you?

I for one don't think that Syria is behind the assassinations.I think they would have to be really stupid to keep assassinating anti Syrian politicians knowing that they are going to be the first suspects and that they are going to be under others investigations after they are already being investigated for Harriri's death...
Now Hezbollah,I really doubt it.They already had many more supporters after the war with Israel and the killing of an anti Syrian politician would make them look really bad and they are perfectly aware of this...
On the other hand Israel definitely had and has much to gain after those assassinations.Without the Syrian troops Lebanon couldn't defend itself from a possible attack since its army it's not that strong.Without Syrian troops Lebanon would be an easier target(at least that's what the Israelis have tought when they attacked Lebanon this summer)...And other anti Syrian politicians deaths will definitely make Hezbollah(who is supported by Syria) look bad in the Lebanese people's eyes...Another civil war would definitely weaken Lebanon and make it an even more easier target for Israel...
