I think they are both equally inappropriate, regardless of the state of mind, because we are humans with intellect and free will, not animals who follow their feelings blindly.
However, since the question was which was worse, I'll state the following: People who dress immodestly usually do so because they have self-esteem issues, and they try to use their bodies to gain power over others. It may or may not be a conscious choice, but most of the time these people are fooling themselves into thinking that what they are doing isn't wrong, because society accepts it, and that they are dressed after all, as opposed to being nude (even though sometimes the line comes pretty close).
A nude person knows they are nude and is not trying to fool anybody. Whether doing it out of protest, trying to get back to nature, or for some exhibitionist reason, they know what they are doing and know who they are for doing it. They are being honest with themselves.
Now these are both generalizations, as a nude could be naked to be a whore, and someone dressed like one could feel guilty about looking that way, but who caves in because of a desire to belong. But for the most part from what I've seen the above holds true, and therefore dressing like a whore is "worse".

Seems like you have answered your own question. Someone dressing like a 'whore' would be worse than someone who would be nude in public.

being nude in public is worse, since everyone would stare and call the police, but dressing like a whore, no one can do anything about it just look.

According to the Law: wearing no clothes is worse and could result in severe penalties.
According to (US) Society: similar answer. Both are bad but the "whore look" is not as bad.
Me: I've got no problem with nudity as long as the nudes don't sit on something others sit on. I'm more likely to notice someone dressed like a whore because that's the intention. Short-shorts, pasties, tube tops, low-hanging pants, etc are like billboards. They are advertisements designed to entice the viewer into wanting something.

First, what is a whore,and how do they dress? I think it all depends on the person looking at them. Does being nude embarrass you? If it does, don't run around naked.If you are embarrassed by how you dress, put on something else!It's just how the other person sees you in their minds.Whether or not they see them as "Bad or Good"is their opinion.

I have told my daughter I would rather see her go around naked than wear something skimpy.
Being nude in public either means or confident or crazy..one of the two. dressing like a whore is just that

Dressing like a whore. There is no reason why people should be ashamed of the human body and I don't see why it's so important to hide it in our culture and act like it's something offensive. Dressing like you're for sale is just disgusting in my opinion, so I'd say that's worse.
