Regarding is best - always use the least amount of words. The plural versions seem clumsy
Try the Chicago Manual of Style.

In my opinion, "with regard to" can be used just like "regarding"
"As regards to" also is grammatically correct, but the meaning is slightly different.

You are right .
Just say "regarding...."
Eg. Regarding our discussion on the subject of purchasing a computer ....
You can also say "With regard to our discussion...."

Depends on the context, but generally, it's cleanest to simply say "regarding..."
One might also say "with regards to..." but again, much simpler and cleaner to simply say "regarding."

"With regard to" would be correct, as would "regarding." "Regarding" is simpler, so go with it.

regarding to is also accepted. "With regards to"..........yes, that is correct. Grammarians accept it.
