If the system fan has gone out on your computer, it is possible that it overheated and damaged the hard drive. That is why you are getting the "no operating system" error. The computer can not access the hard drive to find it.
If the fan is not working, then you should not be trying to run the PC until it is replaced. You could damage the system borad, processor, etc.
You are probably going to need professional assistance with the computer. More than can troubleshoot in three paragraphs on Answers.

You have a couple of issues here... If, when you boot up you get a message that there's no Operating System found, then I would guess that you have a bad hard drive.
No system fan? Well, that's not a piece of hardware that I've seen in a device list.
