You can make friend anywhere the same way, Japan is not different say hello.
Take it from there. It is a very structure society, so it is not easy to do.

You should really know your japanese, study the language well before you go so you can hold a decent conversation. Also, enrol in some kind of language school once you get there (one that teaches both english and japanese) and you will find many japanese friends there that are in the same situation as you. www.japan-guide.com is a good place to look for japanese friends before you go that way you can meet up with them when you get there.
