Before trying to close the garage door, I left the door open for an hour or more while shoveling snow at -16 degrees celcius.

The garage door has a safety sensor that senses if the opener is having difficulty closing and if so, it reverses the motor. This is to protect anything or anybody ( especially pets or children) who may get caught between the door and the ground. Newer ones also have a light sensor near the ground that looks for anything blocking the door.

So ;

1) Look for the sensor. It will look like a small camera near the ground and usually has a small light on it. Make sure the path between it and the part on the other side of the garage is clear.

2) This is more likely. The lubrication in the wheels of your door is probably getting "stiff" at the lower temperatures. Try spraying the wheels with WD-40 or a spray that's made for defrosting locks. If this doesn't work, try "helping" the door close by hand or pull the cord on the opener and manually open and close the door until it warms up enough to be worked on.

go inside the garage and activate the door opener check the tracks that the rollers run in for anything that would block it. you say you left it open for an hour at -16 then there is more than likely ice built up in the tracks from the mix of cold and warm air. make sure they are clear. a safety feature of door openers is that they will reverse if something is blocking progress. that prevents damage to your car or crushing someone that is in the way when activated.

Had this problem before, there are sensors at the bottom of the track. Mine is a small light. This is a safety device so you don't close the door on car or a small child.

If something is blocking that light, the door will not close.

Make sure there is nothing in front of the sensors. Just the tiniest thing in the way will keep the door from going down.
