It's a metaphor for someone simple - things with simple genes - such as pond life - things which simply function, and don't think about things very much - if the gene pool is the whole world of available genes, you are at the shallow end of it - ie not one of the brighter or more advanced examples. Whoever wrote it was insulting - I hope it is not from a teacher, as that would be inappropriate.

If it's on your report, your teacher deserves to be disciplined for throwing such a massive insult in your direction. Take it to your parents, and get them to take it to the govenors / PTA / headmaster....
"Shallow end of the gene pool" basically means you're dumb. Do you have brothers or sisters at the school? If so, the report is saying you're nowhere near as good as them. This isn't the sort of thing anyone should be writing in a report - even if you're the worst student ever (which I fail to believe, as you're on this site) constructive criticism is what is needed.
